Arcadia officers responded to three separate residential burglaries in the south end of town this past Monday evening, all reported after 9:00 p.m.  Not too long after, and in the same general area, an alert resident saw three males entering a yard in the 00 block of Naomi Avenue at about 10:44 p.m. The resident called APD immediately. As officers arrived, the headlights of a parked car adjacent to the property flashed. Officers approached the car and found two men laying down inside the car, one in the driver's seat, and one in the back, both wearing white paper jumpsuits. During the investigation, officers found gloves, a ski mask, flashlights, and other property in the car which was a rental. Coins from Hong Kong, China, and Taiwan were also found in the car. A check of the home did not find any forced entry and the third male was not located either.

Derrick E. Sankers, a 21-year-old Palmdale man, and Antonio R. Watts, a 22-year-old Lancaster man, were both arrested for suspicion of residential burglary and booked at the Arcadia City Jail.

One of our officers was working burglary suppression in the area of Holly and Longden Avenues yesterday when he stopped a car for vehicle code violations at about 11:00 a.m. After contacting both the driver and passenger, the officer learned the pair had outstanding arrest warrants and the male was on probation for burglary. During the investigation, items of jewelry, a laptop, 28 cell phones, narcotic paraphernalia, burglary tools, identification and a passport in other names, and additional property was found in the car. The officers believed the majority of these items to be stolen property and were able to identify some items as being taken in a recent auto burglary in a nearby city.

Christopher A. Duarte, a 28-year-old Upland man, and Christine L. Beyers, a 35-year-old Rosemead woman, were both arrested and booked at the Arcadia City Jail on felony charges and warrants.

Identity theft includes more than crimes with just financial loss. An arrest on Saturday, June 10th, involved a man in possession of medical information, prescriptions, and ID's belonging to in excess 30 persons. Shortly after 1:00 pm, an officer contacted the man riding a skateboard near Panorama and Golden West Drives. The man was found to have an outstanding warrant, was in possession of a controlled substance, and was arrested. During the investigation numerous papers with medical & healthcare identification to other persons, prescription bottles with a variety of medications, new and used cell phones, drug paraphernalia, and other items were found in the suspect's possession.

Michael K. Izon, a 33-year-old man from Los Angeles, was arrested and booked at the Arcadia City Jail on felony charges along with the outstanding warrant.

Patrol officers arrested 5 suspects in two unrelated incidents on Wednesday, May 31st, for suspicion of burglary. One pair of suspects were seen in the Village area of town, driving in the 1100 block of Encanto Drive shortly after 10:00 p.m. When officers conducted a check of the car license plate, a felony "want" was discovered from another police agency. The suspects and vehicle were stopped and during the investigation, officers found items commonly used in burglaries like gloves, a ski mask, and other property.

Carlos D. Figueroa, a 30-year-old man, and Walter Cardenas, a 40-year-old man, both from Los Angeles, were arrested on felony charges including suspicious of burglary and no bail warrants, and they were booked at the Arcadia City Jail.

The second case also involved a vehicle stop in the area of Rancho and Hacienda Roads at about 7:00 p.m. by an officer working a burglary suppression detail. During the investigation, officers contacted three men who were also in possession of items associated with the crime of residential burglary. 

Dhmajh J. Tyler, a 20-year-old man from Pasadena, Noah A. Theophile Smith, a 27-year-old man from Altadena, and Antwon D. Shamburger, a 23-year-old man from Pasadena were arrested and booked at the Arcadia City Jail on suspicion of residential burglary. Two of the suspects were also on felony probation.

On Thursday evening, May 11th, a GPS enabled package was taken from an Arcadia resident's porch. The package had been placed there by APD in cooperation with the resident. Following the GPS signal, officers were led to a business parking lot in the City of Hacienda Heights where a suspect vehicle in the theft was found. The suspect vehicle immediately fled and a pursuit was started. Due to the unsafe driving by the suspect, the pursuit was terminated shortly thereafter by APD. Air support continued to track the suspect vehicle and another police agency initiated a pursuit of the suspect who ultimately abandoned the vehicle in the City of South Gate, fleeing on foot to a nearby theater. The suspect was found inside the theater and was arrested.

During the investigation, officers learned the suspect vehicle was embezzled and they found stolen items to include credit/debit cards along with methamphetamine inside the vehicle. The suspect was identified as Christopher T. Cook, a 27-year-old man from Rancho Cucamonga. Cook was booked at the Arcadia City Jail on multiple felony charges along with a LA County Probation PRCS (Post Release Community Supervision) hold.

Two weeks in a row, we have had a significant identity theft related arrest. An officer working burglary suppression late this past Tuesday night, May 9th, came across an occupied car with no license plates parked in front of a home in the 300 block Monte Vista Drive. APD units stopped the car when it pulled away and contacted the driver. The officers saw credit cards, mail, and open packages in the vehicle. Investigation by the officers found the items to be in different names from the area and outside the city. The driver also had issued driver's licenses in two different names but with his picture. Checks, money transfer receipts, social security numbers, and other items related to identity theft were found in the car.

Jun Kuai, a 30-year-old "transient" was arrested and booked at the Arcadia City Jail on multiple felony charges.

After follow-up, Detectives believe Suspect Kuai was able to fraudulently obtain in excess $20,000.00 loss from various victims through assorted means.

The crime of identity theft is quite often coupled with other crimes. This week saw a case where a suspect was arrested for ID and mail theft, narcotics possession, and attempted grand theft. Overnight on April 24th, officers came across a man sleeping in a car with no license plates behind a commercial business on Baldwin Avenue. The officers woke the man and while talking with him they discovered he was in possession of several California Identification Cards in the names/photos of other persons. The man presented one of the identification cards to officers saying it was him. During their investigation, the officers found items of mail, tax information, and  bank statements belonging to other people, along with Heroin and Methamphetamine inside the car.

Kingsley Shum, a 34-year-old man from Alhambra was arrested and booked at the Arcadia City Jail on felony charges. Detectives continue their investigation and believe Shum to be the suspect in additional identity theft cases.

Driving under the influence appears to have played a key role in an Assault with a Deadly Weapon incident that took place on April 20th. A little after 10:00 p.m. a suspect backed into a parked vehicle at the Arco Gas Station at Baldwin Avenue and Las Tunas Drive. The suspect initially got out and spoke with the driver of the vehicle he struck. A verbal argument took place and the suspect threatened the other driver. The suspect got back into his vehicle and began to drive in circles around the gas pump island and other vehicle, screeching the tires. He then turned his car and appeared to intentionally strike the passenger side of the still parked victim vehicle as the first APD unit arrived at the gas station.

The suspect pulled away, circling the gas pump island and victim again at speed, then pulling out of the lot as the police unit attempted to stop the suspect. The suspect failed to yield and the officer pursued the vehicle southbound on Baldwin Avenue. At Lower Azusa Road, the suspect drove onto the sidewalk and then back into the roadway, losing control of the car. The suspect became involved in a collision with 5 other vehicles stopped for the signal at Baldwin and Lower Azusa. The suspect got out of his car, was uncooperative with officers, failed to follow instructions, resisted arrest, and was ultimately taken into custody.

Li Guanrong, a 33-year-old male from San Gabriel, was arrested and booked at the Arcadia City Jail on felony charges, including Driving Under the Influence.

Last week, APD released video clips of two suspects wanted for Attempt Residential Burglary. Local media posted the clips and suspect information on television, online, and other news sources. The pair were involved in a "Knock-knock" style, nighttime, attempted residential burglary back on April 1st. The female suspect rang the door bell and when no one answered, the male suspect kicked open the front door, activating the residence audible alarm. The pair fled in a dark colored vehicle, possibly a Toyota Prius. During the commission of the crime, the male suspect appeared to be holding a handgun in his right hand.

Katrina R. Anthony, a 21-year-old female from Highland, turned herself in to Arcadia Police Detectives after becoming aware of her photo being shown by the media. APD had also received tip information identifying Anthony as the possible suspect. Anthony was booked on a felony charge at the Arcadia City Jail and later released after posting bond. The male suspect has yet to be identified.

During the early morning hours on April 5th, two suspects were seen, by an alert resident, possibly burglarizing cars in a rear car port in the 800 block Fairview Avenue. When officers arrived at the scene, both suspects immediately took off on foot. Additional officers set up a "containment" and during an area search, both suspects were found in bushes at a nearby apartment complex. Officers found property on the suspects that had been taken from the auto burglaries, along with keys to a vehicle they had stolen earlier in their crime spree from the 1100 block Fairview Avenue.

Detectives believe the pair is responsible for multiple vehicle burglaries, thefts from unlocked vehicles, and grand theft autos, which occurred in the same neighborhood in the two days prior to the arrests.

Moises Verduzco, 25-year-old from Los Angeles, and Walter Martinez, 25-year-old from El Monte, were both booked at the Arcadia City Jail on multiple felony charges. Martinez is also currently on Parole.

Drug arrests are not uncommon and this past week saw a batch of different events involving possession or under the influence of drug arrests. One event of interest involved a group of four persons who were driving in West Arcadia Tuesday morning at 3:00 am with no headlights on. An officer stopped the van they were in for vehicle code violations and contacted all four subjects. Two of the subjects were in the rear of the van behind a cage, one lying on the floor and another seated in a folding chair. Ultimately, all four subjects were removed from the van and during the officers' investigation, a quantity of heroin, methamphetamine, and marijuana was found during a search. Other items such as a scale, syringe, and currency was also found.

Jason M. Giannini, 27-year-old male from Tujunga, Sevan Asatoorian, 33-year-old male from Glendale, and Juan C. Fuentes Jr, 27-year-old male from Tujunga, were all arrested and booked on felony charges at the Arcadia City Jail. Mark S. Zaba, 28-year-old male from Tujunga was also arrested on a misdemeanor charge. Booking photos were not available at time of posting.

Each week, we will post an arrest of interest pointing toward arrest and crime trends within Arcadia. Bait package arrest again leads to much more than a parcel theft. Last Thursday morning, officers were alerted to a GPS enabled bait package being taken and quickly located the suspect vehicle in the 300 block of West Duarte Road in Monrovia. Officers tried to stop the suspect vehicle, a small U-Haul box truck, but the driver fled. Officers pursued the vehicle on streets and the 210 freeway, discontinuing the pursuit due to the driver's dangerous actions. At one point, the driver used the truck to collide with and push another vehicle out of the way in order to get around the other vehicle. Dispatchers continued to monitor the GPS location of the bait package, ending up in the City of Azusa. 

With the assistance of the Foothill Air Support Team (FAST), officers from Azusa PD were able to locate and detain both the male driver and a female passenger after they fled from the U-Haul truck, abandoning it in a parking lot in Azusa.

During the investigation, we learned the U-Haul truck had been stolen in the City of Pomona the evening prior to this incident. Inside the truck officers found a bicycle and other evidence taken in an overnight commercial burglary in the City of Monrovia, along with stolen bait package.

Alan G. Alamillo, 39-year-old male from La Verne, and Ilena M. Rutledge, 22-year-old female from Montclair, were arrested and booked on multiple felony charges at the Arcadia City Jail. Alamillo is also believed to be involved in the commercial burglary of a cell phone store in Arcadia back in January.

Each week, we will post an arrest of interest pointing toward arrest and crime trends within Arcadia. This past Saturday night to Sunday morning saw a cluster of thefts from unlocked vehicles in the Village area of town off Michillinda Avenue. A couple of the vehicles were reportedly locked, but there was no forced entry found by officers. Cash, credit/debit cards, and a camera were among some of the items taken in the thefts. At least 7 cars were gone through.

Officers recalled detaining a male subject for a similar theft within the last few months in close proximity to this batch of crimes. The subject lives nearby in the unincorporated County area. The officers went to this subject's home and spoke with him, ultimately finding a debit card taken in one of the theft cases from overnight. The subject was arrested and booked on felony charges. However, when the case was presented for filing, the District Attorney's Office felt there was insufficient evidence to proceed at this time and the subject was released. This is not uncommon and means our Investigators will conduct additional follow-up along with submitting physical evidence for forensic examination before presenting the case again. Time restraints do not always allow such investigation before cases are initially presented.

These theft events serve as a good reminder to always remove items of value from your cars and be sure to secure and lock them, even while parked in your driveway or garage. Hide It, Lock It, Keep It!

Each week, we will post an arrest of interest pointing toward arrest and crime trends within Arcadia. This past week, our bait program helped nab 7 folks in three separate events for felony theft incidents, including both the bait bikes and packages. One case is described below:

About 1:30 a.m. last Sunday morning, a bait package was taken from a front porch in the 300 block of West Longden Avenue. Officers quickly located the suspects and vehicle still in the area. During the investigation the bait package was found inside the suspect vehicle, along with stolen mail from multiple nearby locations in Arcadia. All four occupants were arrested.

Oscar L. Juarez, 32-year-old male from La Puente, Krista E. Moreno, 32-year-old female from El Monte, Veronica Rendon, 22-year-old female from La Puente, and Noah F. Sargent, 20-year-old male from Whittier were all arrested and booked on felony charges at the Arcadia City Jail. Two of the arrestees are on Post-Release (County-Level) Community Supervision (PRCS).

One of the newer members of APD, K9 Zoli and his partner proved to be valuable assets this past week. Last Thursday, February 9th, a suspect led officers on a dangerous vehicle pursuit in the south end of town. An officer had attempted to stop the suspect for traffic violations but the suspect chose not to yield. The pursuing officer called off the pursuit due to the dangerous and felony evading of the suspect. A short time later, the suspect vehicle was found abandoned in the 400 block of Rosemarie Drive. The vehicle had been involved in a collision and was no longer drive-able. Inside the suspect vehicle, officers found shotgun ammunition and other items leading to identify the possible driver as a subject with a "no bail" warrant.

K9 Zoli and his handler Officer Foulks were called to assist in a search for the felony suspect. While looking for the suspect, K9 Zoli alerted to a backyard pool bathroom at a home in the 400 block of Palm Drive. K9 Zoli then located the suspect inside the bathroom. During the apprehension, the suspect was bitten by K9 Zoli and the suspect was taken into custody. He was later treated for his injury at a local hospital and he was cleared for booking.

Terence A. Warner, a 35-year-old male from Baldwin Park, was booked at the Arcadia City Jail on felony charges.

In an unrelated incident, K9 Zoli and Officer Foulks were called to assist an outside agency at a local hotel. The request was for a narcotics search of the hotel room. During the search, K9 Zoli alerted and located approx. 15 lbs. of methamphetamine. Zoli is cross-trained for both apprehension and as a narcotics search K9.

DUI Enforcement Operations Planned in Arcadia This Weekend

Officers from the Arcadia Police Department’s Traffic Division will be deploying this weekend to stop and arrest alcohol and drug-impaired drivers in the Department’s ongoing traffic safety campaign.  DUI Saturation Patrols will deploy on Friday, February 10th between the hours of 6:00 p.m. and 2:00 a.m. in areas with high frequencies of DUI collisions and/or arrests.

High Visibility Enforcement using both DUI checkpoints and DUI Saturation Patrols has proven to lower the number of persons killed and injured in alcohol or drug impaired crashes.  Research shows that crashes involving an impaired driver can be reduced by up to 20 percent when well-publicized proactive DUI operations are conducted routinely.

In California, alcohol involved collisions led to 1,155 deaths and nearly 24,000 injuries in 2014 because someone failed to designate a sober driver.  Over the course of the past three years officers have investigated over 50 DUI collisions resulting in countless injuries.     

Officers will be looking for signs of alcohol and/or drug impairment.  When possible, specially trained officers will be available to evaluate those suspected of drug-impaired driving, which now accounts for a growing number of impaired driving crashes. 

Studies of California drivers have shown that 30 percent of drivers in fatal crashes had one or more drugs in their systems.  A study of active drivers showed more tested positive for drugs that may impair driving (14 percent) than did for alcohol (7.3 percent).  Of the drugs, marijuana was most prevalent, at 7.4 percent, slightly more than alcohol. Everyone should be mindful that if you’re taking medication – whether prescription or over-the-counter – drinking even small amounts of alcohol can greatly intensify the impairment affects. 

Drivers are encouraged to download the Designated Driver VIP, or “DDVIP,” free mobile app for Android or iPhone.  The DDVIP app helps find nearby bars and restaurants that feature free incentives for the designated sober driver, from free non-alcoholic drinks to free appetizers and more.  The feature-packed app even has social media tie-ins and even a tab for the non-DD to call Uber, Lyft or Curb.

The cost of a ride home is cheap!  Drivers caught driving impaired can expect the impact of a DUI arrest to include jail time, fines, fees, DUI classes, license suspensions and other expenses that can exceed $10,000 not to mention the embarrassment when friends and family find out.

Funding for this DUI operation is provided to the Arcadia Police Department by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration, reminding everyone to ‘Report Drunk Driver – Call 9-1-1’.

Each week, we will post an arrest of interest pointing toward arrest and crime trends within Arcadia. Residential burglary continues to be a focus for our crime prevention and awareness efforts. As we posted last week, several arrests for residential burglary have been made in recent weeks. The trend continued this past week with an individual being arrested after burglarizing two homes in close proximity.

Officers were sent to a home in the 900 block Sunset Boulevard during the evening hours on Saturday, February 4th, after the home burglary alarm had been activated. When the officers got to the house, a male exited the home and ran off when officers tried to stop him. The male was quickly caught after a short foot chase. During their investigation, the officers found not only the home on Sunset burglarized, but also a nearby apartment in the 700 block of Fairview Avenue. Property from both residences were recovered during the arrest. In both cases a rear or side window was the point of entry.

Refugio R. Gomez, 51-year-old male from Hesperia was arrested and booked on felony charges at the Arcadia City Jail.

In recent weeks, APD has been able to arrest multiple individuals for residential burglary and attempted residential burglary. On Tuesday afternoon, January 31st, another pair of suspects were taken into custody after a home was burglarized in the 1700 block of Louise Avenue.

Witnesses told officers the female suspect approached the home and knocked on the door. When no one answered, she went back to the suspect's car parked on the street. The male suspect got out of the car and walked to the side of the home and came back out a bit later carrying items from the home. Officers later found a side door window broken out where the suspect entered the residence. The pair fled in their car and a description of the car was given to APD by the witnesses.

As the suspects made their attempt to get out of the area, they were involved in a collision in the City of El Monte near Peck and Lower Azusa. Officers caught up to them, took the female into custody at the suspect vehicle and later found the male suspect on foot, during an area search.

Marquise Shorts, 24-year-old male, and Quanae N. Hunter, 18-year-old female, both from Los Angeles, were booked on felony charges at the Arcadia City Jail.

Trending in Arrests

Each week, we will post an arrest of interest pointing toward arrest and crime trends within Arcadia. Business and restaurants often utilize GPS enabled currency to aid in recovery and arrest if the establishment is robbed or broken into. We have recently had a couple of commercial burglaries where thieves made off with GPS equipped cash packs, helping lead officers to the suspects location.

During the early morning hours on January 17th, a group of four suspects broke into a restaurant in the 1000 block of South Baldwin Avenue. They smashed the glass on the front door, disabled a CCTV camera, and made off with the cash drawer. The suspects ran to an awaiting car and fled. The GPS device led officers to the four suspects, parked in their getaway vehicle on Peck Road in El Monte.

Draynesha L. Williams, 19-year-old-female, Rahmiko A. Harris, 18-year-old male, and Jordan E. Hayes, 19-year-old female, all from Long Beach, along with a 17-year-old male juvenile, were all arrested and booked at the Arcadia City Jail on felony charges.
